The capture and information plan is scoped before scanning or modelling begins. Otherwise a technically impressive asset may still be unusable for the intended decision.
Agree the spaces, access window, obscured conditions, privacy treatment, required outputs, measurement use, file ownership and review audience.
Agree the model purpose, source information, level of information, disciplines, authoring responsibility, coordinate system, issue status and approval route.
Agree which records must be as-built, who verifies them, which equipment data is required, how commissioning and snags close, and whether any live operational connections are actually included.

BIM can coordinate spatial, architectural and building-services information, clarify interfaces and support issue control and as-built records when the required model purpose and information standard are defined.
The handover package is project-specific. It can include agreed as-built drawings or models, equipment schedules, warranties, testing records, snag close-out and a navigable visual record. The appointment must state format, ownership and required level of information.
Yes, where permissions and information security allow it. A shared visual record can reduce ambiguity during review, but it does not replace formal instructions, approvals or site verification.
