Public cost benchmarks are useful for early planning, but they are not interchangeable quotations. A credible comparison begins with the same area, starting condition, specification, services scope and project constraints.

Turner & Townsend’s 2026 city spotlight reports a Bangalore benchmark of ₹127,948/m². Its Q1 2026 method applies a standard test fit of about 4,294m² across two floors, priced at low, medium and high specification from a shell-and-core starting point. It includes construction, structured cabling, loose furniture, AV and professional fees, while items such as taxes, move management and reinstatement are excluded.
JLL’s 2026 Asia-Pacific guide separately reports a regional average of US$1,550/m² across 27 cities and 14 countries. Its cost composition is useful for checking budget categories, but it is not a Bangalore quotation.
Neither benchmark is a ZX rate. A smaller office, retained warm-shell services, occupied renovation or different inclusion set can produce a materially different result.
Build the whole budget
A low rate can simply mean a large part of the workplace sits outside the quote. Compare the complete capital plan and the contract scope, not the headline number alone.

Starting condition
Before asking for a rate, identify what the landlord provides, what remains usable and what must be upgraded, removed, protected or reinstated.
Base-build interfaces, incoming capacities, life-safety strategy, landlord criteria and the complete tenant scope must be established.
“Warm shell” is not a universal specification. Verify distribution, capacity, controls, metering, ceilings, floors, fire systems and testing records.
Surveys, protection, temporary operations, concealed conditions, live services, night work, security and business continuity can change both cost and sequence.
Budget questions
There is no reliable universal rate. The starting condition, MEP and fire scope, furniture, IT and AV, specification, phasing, landlord requirements, programme, professional services, taxes and contingency can materially change the total.
Different studies use different test fits, currencies, specification levels, dates and inclusions. A benchmark should be compared only after its scope is understood.
Confirm the measured or verified area, starting condition, occupancy and work modes, technical and landlord information, responsibility split, target programme, required specification and quote inclusions.
